This seems to me to be the most logical candidate, since William and Elizabeth had a son who would be "under 5" in 1840 and a daughter b. in 1840. None of the other William Steel/Steele/Stael etc. had a son in this age group. Also William and Elizabeth were in Gloucester Co.
