Given the proclivity of extended families to live in the same area at the time, plus the practice of passing on family first names, it is not at all unusual to find two people with the same name, and close birthdates, living in close proximity to one another. They could very well be cousins. He is listed as living at home at age 21, but then is also listed as being married, living not too far away with his wife.
