Richard have you looked at the online catalogue at Oxhist? Go to the OFHS web site and click on the heritage link - takes you to their search page - out the name in the 'these exact words' line and you get 11 references in Archives results. One is for a 1946 pub licence but the rest are early/mid 19th century. Nothing about the mayoralty but some interesting looking stuff. They do very reasonably priced copies (photo or electronic ) if you send them a list of the items you are interested in they will tell which can be copied (some cannot - these can be transcribed see their price structure for details) and how much the total cost will be don't forget to add £2 for postage.
