He was born in Oklahoma City, and was a retired roofer. He served in the Army during World War II. Survivors include his wife, Ruth Owings of Lakeside; sons, William G. Owings of Lakeside and Gregory A. Owings of Oceanside; sister, Grace Martin of San Diego; three grandchildren; and one great-grandchild. No services were planned.
