Yes, if used it will reply to everyone in the email message you received (sender and cc's). If Reply is used it will only reply to the actual sender. If a mailing list is configured to default reply only to the mailing list (as is this one) Reply All will only reach the mailing list. However, if a mailing list is configured to reply to the original poster *and* the mailing list and you use Reply, it will only go to the poster, if you use Reply All it will go to both the poster and the mailing list.
