I don't see a connection between OE and browsing at all. Is the person able to send and receive email via Outlook Express? Failure to access a webpage has always been a problem of my internet service provider. Even now, when using cable, if the cable isn't running properly, then I can't reach the internet. But, the mail system might still be up and running and I can access mail. The reverse also can hold true.
