Lacy was the in the Portland, OR area in the 1967 > time period. He was born about 1948. >From your other posts, this "appears" to be a search for a lost father/adoption type search. "IF" so: As a retired long term career in law enforcement, I would whole-heartedly recommend you go through a professional. Someone licensed if possible. If not licensed, at least someone that can handle their own safety, security and potential lawsuits, other than a well meaning person with genealogy interest. On one side, there are many lost children put up for adoption looking for family. Some seeking have other reasons than just finding family, some have mental illness, criminal backgrounds, drug addiction, a get even attitude, a desire for finding family with money, or just looking for any money, things to steal. Someone that could do the lost family great harm. On the other, the family that HAD to give up the child, may not be able to further acknowledge the child. Or, the parents have criminal records, drug addictions, mental illness, could do the lost child great harm. If the child finds the parents, would the child benefit by it or ultimately face unknown problems, loss of financial status, lawsuits, etc? For the person that helps join them: How would you feel if the parent or child harmed the other? How would you feel when one of them filed a law suit against you for creating this atmosphere of harm? The Professionals will interview the parent or child searching, attempt to learn about them, their motivations, any history of criminal or mental health problems. Then, if they can find the lost parent or child, they will interview them, to learn if they want to be rejoined. If so, what background do they have? Then after considerable work, a reconnection is made. Sometimes not. If not, the Professional will try to explain why there isn't a desire on the others part.
