The actual "city" is in Multnomah County. There are also Washington County, Clackamas County and others. Sandy Boulevard, depending on the address could be in different counties. The Oregonian dates back to the 1800's and they do have copies of the obituaries. Have you considered getting his death certificate? It will tell you all the information you need to know about him, where he is buried and which funeral home took care of him. The funeral homes usually keep a copy of the obituary, and some have a death record or funeral record which holds lots of information on survivors.
