    3. Yes, you are right. Portland Oregon is in Multnomah County. It is the largest city and seat of the county. The Weatherly Building is located at 516 SE Morrison, Portland, Oregon 97214. It's not exactly in a part of town that you would be wandering around in. There are a lot of businesses. It is about five blocks from the Willamette River on the east of the river. Some of those buildings in that part of town are apartments for low income people. Don't know if there were any people that the building was named for but it probably came about that way.
