He was born Oct. 6, 1947. He spent many years living and working in Newport, Ore. before moving to Bend and then South Dakota. He is survived by his wife Shellie Phillips; his children, Troy, Traci, Jonathan and Kenzie, all of Oregon; brothers, Robert Phillips, of Bend, and Howard Phillips, of Bend; and 10 grandchildren and step-grandchildren.
