He was born July 21, 1950 to James and Frances Monroe in Portland, Ore. He is survived by his wife, Catherine Monroe; son, Chris Monroe; and mother, Frances Buffington. Military services will take place in Houston, Texas at a later date. Bateman Funeral Home in Newport is handling arrangements.
