She was born March 2, 1931 to Ralph and Mabel (Moore) Rust in Fossil, Ore. She was raised on a cattle and wheat ranch in Grass Valley, Ore. She attended Grass Valley grammar school and graduated from Moro High School in 1949. She then moved to Portland to attend beauty school where she was introduced to Eugene Robert "Bob" Otness. Bob and Jackie were married on Dec. 17, 1950. The next 12 years were spent traveling to finish out her husband's 20 years of Navy service. They had three children, the oldest being Marcy, followed by Russell and then Sherry. She lived in Astoria, Ore., San Diego, Calif., Charleston, S.C., Newport, R.I., Bremerton, Wash., and finally retired in Waldport. Along with being the mother of three children and a Navy wife, she was employed at Dahl's True Value in Toledo, Ore. and Waldport Pharmacy. She was also partial owner of a laundry service and worked at a fish plant. She was active in the community and a member of the VFW Auxiliary, Waldport Women's Golf Club, South Lincoln Senior Citizens, Lions Club Auxiliary, Ladies of the Moose, Volkswalkers, Toledo Bowling Association and the Fleet Reserve Association. She enjoyed bowling, golf, cards, travel, quilting, walking, painting, and was the biggest fan of her children, grandchildren and great-grandchildren. She was preceded in death by her brother, Richard Wayne Rust; parents, Ralph and Mabel (Moore) Rust; and daughter, Sherry Elaine Higgs. She is survived by her husband Bob Otness, of Waldport; children, Marcia L. Pickner of Waldport, Russell Wayne Otness of Waldport; son-in-law, Chester Higgs; brother and sister-in-law, Lloyd and Betty Englert of Vancouver, Wash.; grandchildren, Lucas (Yvonne) Pickner, Carmin (Ryan) Hill, Crystal (Eddie Coordes) Pickner, Alana Otness, Jacqueline (Mickey) May and Daniel (Robyn) Higgs; and nine great-grandchildren. A celebration of life will be at 2 p.m. on May 23, at the Waldport Moose Lodge, 250 NW John St. in Waldport. Memorial donations may be made to Newport kidney dialysis through Samaritan Pacific Communities Health District Foundation. Affordable Burial and Cremation in Newport is handling arrangements.
