She was born April 16, 1930 to Henry and Mae Braden in Ogallala, Neb., the youngest of eight siblings. Her mother passed away when she was a young child, and she was raised by her father and older brothers and sisters. She lived in Oregon, California and Arkansas before retiring to her favorite place, the Oregon coast, settling in Waldport, where she has lived for the past 26 years. She owned and operated the Polly Ann Bakery in Malvern, Ark. before retiring in Oregon. She raised two sons, Gary Monroe and Don Monroe. She also helped raise her three Buffington grandsons while living in Arkansas. She instilled in them, as well as with the rest of her grandchildren, the value of hard work and an honest living. She loved to walk the beach, play card games, work outdoors, and sew quilts for family and friends. Her very dear friend, Joye Shoemaker assisted her greatly over the past few years. Both of her sons and their father, James Monroe, preceded Fran in death. She was also preceded in death by her husband of 16 years, Norris Lee Buffington, formerly of Malvern and Waldport, as well as her father, three brothers and one sister. She is survived by sisters, Onema Kabusreiter, Louise Trapp and Darlena Neighbors; granddaughters, Cheri Monroe, Shannon Monroe, Rosemary Love, and Elizabeth Knott; grandsons, Chris Monroe, Jim Buffington, Oscar Buffington and Louis Buffington, and their spouses; daughter-in-law, Cathy Monroe; stepson Norris (Carole) Buffington.; six great-grandchildren and numerous nephews and nieces. Her wish was for her ashes to be spread along the Oregon coastline. A memorial service will be scheduled at a future date. Bateman Funeral Home in Newport is handling arrangements.
