He was born Dec. 29, 1930 to Leslie and Gertrude Buffington in Britton, S.D. In 1948, he was one of six graduates from Claremont High School in South Dakota. He then joined the U.S. Army and served in Alaska during the Korean War. After serving, he went to work for Southern Pacific Railroad in Sparks, Nev. and continued to work there for 41 years. He was a member of the Pyramid Lodge Masons and the Kerak Shriners in Nevada. He enjoyed fishing, traveling and gardening, as well as playing cards and socializing with his friends. He is survived by his son, Bruce Buffington; daughters, Cindy Fitzgerald and Mary Croft; brother, John Buffington of Waldport and grandchildren, great-grandchildren and cousins, nieces and nephews. PENGELLY Wesley L. Pengelly died in Lincoln City on July 2, 2010. He was 82. Wes was born on May 6, 1928, in Creston, Mo., to Charles and Anna Mae (Young) Pengelly, and grew up in Montana before finishing school in Pendleton and joining the U.S Army in 1945, serving his country honorably in Europe before his 1949 discharge. On May 7, 1949, he and Ruth Morris were married in Pendleton. Wes worked on the railroad for two years in Pendleton, then lived in various places in Oregon before coming to Tillamook in 1960. He worked at Tillamook Veneer plywood mill and the Homelight Shop, then farmed for 15 years in Beaver while operating Second Street Repair Shop until retiring in 1999. Wes was a lifetime member of the Cloverdale Veterans of Foreign Wars and a member of the Tillamook American Legion and Pleasant Valley Grange. He also served his community with Beaver Fire and Rescue, where he was a fire chief. What spare time he had was spent with his family and fishing and woodworking. Wes was preceded in death this year by a brother, Virgil Pengelly, and a sister, Ruth Shew. He is survived by his wife of 61 years, Ruth Pengelly of Beaver; children Daniel Pengelly and wife, Candy, of Cloverdale; Sandra Pengelly of Albany; and Roxane Cross of Brush Prairie, Wash.; brother Merlin Pengelly of Geneva, Ohio; sisters Mabel Pengelly of Seattle and Thelma Mitchell of Richland, Wash. and granddaughter, Susan Pengelly of Cloverdale. MCGOWAN Ray Lynn McGowan Jr, died July 8, 2010, at Lakeview Assisted Living in Lincoln City from undetermined causes. He was 86. Ray was born in Seattle on Jan. 20, 1924, to Ray Sr. and Lucille McGowan. In high school, Ray became an Eagle Scout. He joined the Navy in 1943 and was soon in the 7th Fleet with Bull Halsey all the way to Tokyo Bay. During the campaign, he received four battle stars along with numerous other medals. Ray met the love of his life, IngeBjorg Larson, in 1950. They married shortly after, on April 16, 1950, and were married for 60 years. Ray was the ultimate salesman, working a wide variety of jobs. He owned several restaurants, sold real estate, and, later, bought and sold notes. He was always on the move - living in Escondido, Calif., Portland, Ore., Port Townsend, Wash., and finally, in the Seagrove neighborhood of Gleneden Beach, where his son built his dream home. Ray and IngeBjorg lived in Seagrove for 20 years - a record for them. Ray had a wide variety of interests. He was a great skier and was selected as an alternate downhill skier for the 1952 Olympics. He built and raced sailboats. He was a barbershop singer and played golf for many years. Ray was also interested in helping people and volunteered through hospice. His family and friends will miss his good sense of humor, generosity and compassion for others. Ray is survived by his wife, IngeBjorg of Lincoln City; his son, Bruce, of Lincoln City; his brother, Tom, of Boise, Idaho; his two grandchildren, Jason and Gabe McGowan, of Lincoln City; and numerous nieces, nephews and great-grandchildren. (Courtesy photo) Lawyer says Noyes did not harm wildlife By Larry Coonrod Of the News-Times A Yachats woman convicted last summer in Lincoln County Circuit Court for feeding black bears has filed an appeal in the Oregon Court of Appeals. A jury found Karen Noyes, 62, guilty on June 2, 2009 of a state law prohibiting chasing, harassing or disturbing wildlife. By her own admission, Noyes spent about $100,000 over several years feeding bears at her five-acre property three miles up the Yachats River valley. Noyes, who moved to Yachats in 2002, started feeding the bears after the death of her husband. Their presence was comforting, she said. A photo taken by Noyes shows 14 bears in her backyard. Oregon State Police charged Noyes with five counts of recklessly endangering another person and four counts of harassing wildlife in August 2008. The charges came after neighbors and state wildlife officials killed four bears in a four-week period after a rash of property damage and livestock loss. The state said the bears, accustomed to an easy source of food, began raiding surrounding properties when Noyes went on vacation in the summer of 2008. A marauding bear killed 60 turkeys at a nearby poultry farm. Another neighbor testified at Noyes' trial about finding a bear with its head poking through a pet door one night. A bear tore through a wall in the same neighbor's barn in search of horse grain. Lincoln County Deputy District Attorney Elijah Michalowski argued that Noyes disturbed the bears by disrupting their natural feeding patterns. Noyes is the first person in Oregon ever convicted of disturbing wildlife by providing food. Oregon Department of Fish and Wildlife biologist Doug Cottam testified that a person putting birdseed out is also disturbing wildlife, especially in the summer when young birds should be eating insects and not grain. The jury deliberated three-hours before finding Noyes guilty on one count of disturbing wildlife and not guilty on all five counts of reckless endangerment. At sentencing, Judge Thomas Branford ordered Noyes out of her home for three years. As a condition of her probation, Noyes cannot even be on Yachats River Road between its junction with Highway 101 and the north and south forks seven miles up river. Attorney Geordie Duckler with The Animal Law Practice in Tigard is handling Noyes' appeal. Duckler said he will argue that the harassing and disturbing wildlife law is intended to prevent people from harming wildlife, which he says Noyes did not do. "Since the only evidence ever against her was she fed wildlife, the connection would have to be that somehow feeding wildlife is inheritably harmful," Duckler said. "That can't be so, and would certainly be a big shock to anyone who puts birdseed out or puts some corn out for a squirrel." Duckler says it will be several months before the appellate court hears arguments in the case. The Oregon Department of Justice is handling the appeal on behalf of the state. At around 4 p.m. on June 30, family members reported that Helen Horvath of South Beach was missing. Horvath, said to be in the late stages of Alzheimer's Disease, reportedly wandered away from a home in the residential area of Makai, located east of U.S. Highway 101 near Ona Beach. Personnel from Lincoln County Sheriff's Office Search and Rescue, Seal Rock Fire, Waldport Citizen Patrol and a number of local citizens conducted an extensive search to locate Horvath. The search went late into the night until it was suspended at around 12:30 a.m. on July 1. The effort to locate Horvath was resumed at around 7 a.m. by search and rescue teams. Neighborhood volunteers posted fliers with Horvath's picture throughout the residential area of Makai, and also along Highway 101 from South Beach to Seal Rock. She went to Stanford University for two years while pursuing her interests in art and horseback riding. After her family moved to Los Angeles, she worked as a secretary while her husband, Ray, was employed at Lockheed. He also served seven years in the Navy before and during WWII. They both became commercial photographers after graduating from the Art Center School. In 1965, they changed careers and moved to Chico, Calif., as co-owner/managers of a motel. After retirement, they lived in Paradise, Calif.; Waldport; and finally at Sea Aire Assisted Living Facility in Yachats. They remained together for 61 years, until Ray's death in August 2006. She enjoyed watercolor painting, listening to classical music, conversational French, mystery novels, gardening and the beauty of nature. She is survived by daughter, Elaine, and son, Donald; son-in-law, Joseph Jadick, and daughter-in-law, Lori; five grandchildren; and two great-grandchildren. At her request, no services are planned. Inurnment will rejoin Eleanor and Ray in a double niche at Willamette National Cemetery in Portland. Bateman Funeral Home in Newport is handling arrangements. Note: "Yachats" is pronounced "Ya-hots". He was born Aug. 5, 1943 to Norris Monroe Johnson and Dorothy Esta (Kirsch) Johnson in Staples, Minn. He attended Sutherlin High School and then earned his GED in the Lincoln County School District in the 70s. He attended some college. He married the love of his life, Shirley Ann Tucker, in Stevenson, Wash. on March 5, 1962. He retired as a millwright from Georgia-Pacific in 2003 after 37 years of employment. He was a member of the Toledo Boomer Booster Club, NRA, PADI Diving Society, the Oregon Coast Aquarium and the Elks BPOE #1664 in Toledo. His hobbies included hunting, diving, shooting and reloading. He also rode and raced motorcycles. He enjoyed traveling with and spending time with his family and his beloved dog, Thomas Howard. He was known as "Papa Larry" to his loved ones, and he lived life to the fullest. His family meant the world to him and he would do anything for them. He was quick to lend a hand to whoever needed him. He was preceded in death by his mother-in-law, Patsy Tucker, and father-in-law, Jim Tucker. He is survived by his wife, Shirley Johnson of Toledo; parents, Norris and Dorothy Johnson of Sutherlin, Ore.; son, Larry Monroe (Janet) Johnson Jr. of Toledo; sister Janet (Roy) Palmer of Roseburg; sister-in-law Cathy (Donn) Liston of Anchorage, Alaska; grandchildren, Lynnesy Johnson and Bo Johnson, both of Toledo; and many nieces and nephews. She was born June 9, 1926 to Percy and Frances Russell in Puyallup, Wash. She attended high school in Puyallup and earned a BA degree from Washington State University. She was a member of Chi Omega sorority. She moved to Hawaii with her family and worked as an ATC Teletype operator in the Honolulu International Airport for several years. In 1952, she met her future husband, Edwin Peckens, who also worked at the Honolulu Airport. They were married in 1954 in North Bergen, N.J. and immediately moved to Seattle, Wash. Her husband joined Pan American Airways in 1957, and their travels began. They traveled the world visiting Monte Carlo, Venice, Vienna, Paris, Rome, Australia, New Zealand, Hong Kong, Tokyo, Honolulu, but London was their favorite place of all. They were in Berlin when Kennedy was assassinated, making their return exceedingly difficult. Their daughter, Stacey, was born in American Samoa where they lived for six and a half years. After retiring from Pan Am in 1986, they settled in Vacaville, Calif., and moved to their home in Waldport in 1995. She enjoyed many things, including traveling, playing bridge, reading, crabbing, and walking on the beach. She was an excellent cook and loved trying new recipes. She is survived by her husband of 56 years, Edwin Peckens of Waldport; her daughter, Stacey Dye of Sisters, Ore.; and three grandchildren, Brittany, Brogin, and Nicolas Dye. She graduated from Newport High School in June 1948. She was then a farmer's wife for 15 years before going to work outside the home. She worked at Toledo City Hall for approximately 28 years, the last decade as Toledo City Recorder. She was a member of the Siletz Gospel Tabernacle Church, Toledo Lady Elks, and Toledo Holy Roller RV Club, and was one of the original organizers of the Toledo TOPS Group. She enjoyed camping, hunting and knitting - making beautiful sweaters for her family. She and her husband were one of the best old time dancing couples in the county. And she loved reading her Bible. She was preceded in death by her parents, Clinton and Emily Gregory; her husband, George Gray; brothers, Clinton and Arthur Gregory; and sister Janenne Abbas. She is survived by her two children, Cody Gray and Ginger (Tim) Terris; six grandchildren; six step-grandchildren; 18 great-grandchildren; and many nieces and nephews. A memorial service will be at 2 p.m. on Saturday, July 17, at the Siletz Gospel Tabernacle Church, 164 NE Palmer St., with a potluck to follow at the church.
