G'day, My understanding was that the "2%" was largely based on Institutions (hospitals, schools, prisons, barracks etc), or at least parishes with institutions, and has "escaped" from someone's university thesis. As such, it included Kirkwall because of Kirkwall Grammar School, the county Hospital and prison.
