Beth, I have checked the Oregon Archives and that is how I found out about the Ruth Hall and Lester Andrews marriage. I have also checked some neighboring counties in Washington, but have had no luck so far finding a marriage for a Ruth HALL, who was born in 1901 in Multnomah County.
