Multnomah Falls is west of the county line and lies in Multnomah County, so I'm going to take a wild stab and say that with that reference to Columbia River Highway Falls Twp. refers to an area around Cascade Locks. The Census Bureau has maps of the census areas, but they don't make it clear exactly where Falls Township would be.
