Sept 13-14 (daytime): traffic delays on eastbound Powell off-ramp onto 17th Ave Crews will be installing shoring along the north edge of the eastbound Powell off-ramp, in preparation for subsequent demolition of the adjacent retaining walls. Traffic will be held for several minutes at a time while a crane moves steel sheets and vibrates them into place. Sept 17-22 (NIGHTTIME): Powell lane closures for retaining wall demolition Crews will be demolishing the retaining walls along the south side of Powell, below the eastbound off-ramp onto 17th Ave. Because this demolition requires lane closures on Powell, the work will be performed from 8 p.m. to 6 a.m. under a noise variance from the City of Portland. Traffic will be narrowed to one lane in each direction on the north side of Powell for several blocks on either side of the railroad overpass. Sept 17, continuing several weeks (all hours): Holgate narrowed at 17th Ave During daytime hours, crews will be working on a sewer pipe in the intersection. During all hours, Holgate will be narrowed to one lane in each direction between about 16th and 18th avenues.
