Merryanne, What you wrote was not stated correctly and should probably read: SENE Sec. 11, Twp. 9 South, Range 3 East of the Willamette Meridian. I don't have a map to pin point this for you, but it discribes a specific 40 acres in western Oregon, roughly I would guess in Marion Co. This is a Legal description using the Plain Survey that was done in most all of the western united states. Most of Oregon and Washington were surveyed in from the 1850's to 1900 using this method. If you know what county you are dealing with you should be able to get a map from them. Most any quad map that you can buy at REI, or Forest Service or BLM maps have Township and Ranges. T9S, R3E the SW 1/4 of the NE 1/4 of Sec 11 is about 10 miles up the Little North Santiam Road east of Mehama. This is in the Elkhorn Valley about 4 miles SW of the little town of Elkhorn.
