His proclamation is too long for our columns, but after enunciating in general terms that standing armies, military occupation, military law and tribunals, and the suspension of the writ of habeas corpus, are, in times of peace, dangerous to public liberty, the proclamation concludes in these words: Therefore, I, Andrew Johnson, President of the United States, do hereby proclaim and declare, that the insurrection which has heretofore existed in the States of Georgia, South Carolina, Virginia, Tennessee, Alabama, Louisiana, Arkansas, Mississippi and Florida, is at and end, and henceforth to be so regarded.
