Access Restrictions The Oregon Health Division's Administrative Rule 333-011-096 states that all birth records (including indexes) have a 100 year access restriction, and death certificates have a 50 year access restriction. Access to vital records in the Archives that are restricted must be obtained through the State Registrar. The State Registrar's address is Oregon Center for Health Statistics, Suite 205, State Office Building, 800 N.E. Oregon St., Portland, OR 97232; telephone (503) 731-4108. The Archives will not release restricted information without written authorization from the State Registrar. The Oregon Center for Health Statistics birth and death records begin in 1903, marriage records in 1906 and divorce records in 1925.
