No relation, but in "The State Reference: Capitol's Who's Who for Oregon, 1948-1949 compiled by Capitol Publishing Company, Portland, Oregon; it lists a Captain Frank J. Smith, Historian; Aurora (Oregon), deceased 1942; 1938 edition. I do not have the 1938 edition but if you can locate it, it may give you a lot of other information. Good luck in your search!
