T shirt temp is 10 degrees or so here, I am reliably informed that minus 20 is fine for T shirts in Winnipeg. Anyway U was not cold on my 8 mile bike ride tonight. Temp maybe 12 or so I think. Sea temp less but already some hardy souls swimming.
