Hi Susan: The border crossings don't start until 1895 and many people just crossed it wherever, not necessarily at a formal border crossing. The passenger lists for the most part are for incoming to Canada ships, not outgoing from Canada except where sometimes combined with a border crossing record to the US. I assume you know that headstones for some of your Fowler's are here: http://freepages.genealogy.rootsweb.ancestry.com/~murrayp/muskoka/medora/carling/page0003.htm Why don't you contact the public libraries in the vicinity, ask if they have old newspapers on film, and see if they have an obit for Walter who died Jan 25, 1943, as it may mention his brother and sister.
