I have an older friend who would like to get his mother's birth certificate.  She was born Edith Evelyn Babcock, Jan. 13, 1915, Frontenac County, Ontario.  How does he get her birth certificiate?  And how much does it cost?  It has been years since I have gotten one, so I am sure, my info is out of date.  Thanking all in advance for your help.
