I am surprised ! I naturally thought adoption records would only be accessible to the person(s) in question. I didn't realize the intent was that anyone could apply & receive such a record. Is this true?

The records would only be available to the adoptee, birth parents or birth parents siblings. Children of adoptees cannot access them. Neither can anyone else.
