I think the clerk just wrote his name down incorrectly. Part 2 says "According to the best of my knowledge and belief, there is no affinity, consanguinity, prior marriage or any other lawful cause or legal impediment to bar or hinder the solemnization of the said Marriage", and the name has to be one or both of the parties to the marriage. He signed his name Richard Bennett Reynolds below the statement.
