Frances was born Dec. 5, 1958 in Youngstown,(Mahoning County) Ohio a daughter of Joseph and Annie Dee Boykins Oliver. She was a 1977 graduate of South High School and received her bachelor's degree in social work from Youngstown State University, where she graduated with honors. She had been employed with St. Elizabeth Health Center and Goodwill Industries. She was a member of New Bethel Baptist Church and a member of the N.A.A.C.P. She was also a volunteer with Help Hotline, and was president/coordinator for the Oliver Family Reunion. She enjoyed music and the precious times she spent with her grandsons. She leaves to forever cherish her loving memory, her son, Tyrell E. Oliver; two sisters, Amanda Gail Rivers and Phyllis D. (Alvin) Stinson; four brothers, Garry E. (Glenda) Oliver, Joseph Rayfield (Felicia) Oliver, Timothy L. (Jill) Oliver and Dwayne A. Oliver; a nephew, whom she helped to rear, Jason Theodore Gilmore; two grandsons, Tyrell C. and Donovan J. Oliver ( and their mother, Dionne Smith), all of Youngstown; and a host of family and friends. She was preceded in death by her parents and a brother, Waverly Glenn Oliver. Friends may call Thursday, March 13, 2009 from 10 to 11 a.m. at the New Bethel Baptist Church, where funeral services will follow at 11 a.m. Arrangements entrusted to the L. E.
