    3. Keith: The 19th century registration districts were used for both BMDs and censuses, and were initially identical with the Poor Law Unions. So I suspect this means that only 180 people named Griffiths were not shown for one reason or another under one of the standard registration distrcits. That said, I can't off the top think where the others might be. Possibly people on canal boats, or in ports? Maybe even the army, although that was treated differently in various censuses.
