I grew up in Bartlesville and my dad worked for the aviation dept of Phillips 66. I clearly remember him speaking of Billy Parker. I feel sure this is the same person you are asking about. Billy Parker sometimes flew airplanes for Phillips 66 and was a friend of Frank Phillips and if I am not mistaken, Will Rogers. I also think there may be some info on him at the Woolaroc Museum. I will research a little further with family to see if anyone remembers anything else. I don't have much information other than that.
