The main Tulsa Library (http://www.rootsweb.com/~oktulsa2/libraries.html) has a card index of vital information (births, deaths & marriages) abstracted from the Tulsa Daily World and The Tulsa Tribune newspaper that covers that time period. The library also has the early newspapers on microfilm. The reference section contains all of the early city directories and phone books.
