According to a book I brought The Dawes Commission and the Allotment of the five Civilized Tribes 1893-1914, The Dawes Commission was being organized between 1896-11914. The Commission did not return to Oklahoma (then Indian Territory until September 1896) to try for a third time to establish the rolls. Therefore, no rolls may not have existed until after 1896. According to the book, The Dawes Commission set up headquarters in Vinta, Okla.and was not authorized to accept applications from the tribes until September 10, 1896.
