He may have been a deputy. A lists of sheriffs since statehood is here: http://www.rootsweb.com/~okgrady/okgradysheriff.html Woodford is in Carter county, some distance for a daily commute to work by horse or wagon, so I would think he lived near there while working at the mill. Newport is also in Carter county, about 6 miles south of Woodford.
