Try the following link: http://www.rootsweb.com/~okmcclai/okmcclain.html In this find the 1890 census and see if it list the family then go to the 1900 census and find the family again to see if there is a child at age 4 having been born in Oklahoma. That may be the only proof if there was no Delayed Birth Certificate. As for Hughes county try: http://www.rootsweb.com/~okhughes/hughes.htm There is very little on the web and at the Oklahoma Historical Library for Hughes County. You'll have to contact the County Historical/Genealogy Society. Also if your mother was born in Arkansas she would need to request that state for a birth certificate.
