My grandfather, Frank Owen Dean, was born in Woodford, OK on March 29, 1904. I was told he was adopted after his parents died prior to him being two years old. I've received a copy of his social security application hoping to find his real parents' names. Unfortunately, his application states "unknown" for parents' real name. Through family conversations, the name "Manges" or "Mangus" (correct spelling unknown) is the pre-adopted family name. Your website states that vital records are available after 1908. I'm hoping you could tell me what channels I can attempt to reach this information within your area. Please reply with a recommended course of action as I am currently living in North Dakota and it is difficult for me to know where to start my search further. Thank you in advance for your help.
