    3. I whlelheartedly agree that your suggested rules are more than reasonable. Best I recall, Pat Smith is Capt. Pat? If so, I expect you can write that one off. I fall a little behind from time to time, but I think even I can get an email answer off in a month's time! Go for it - put those counties up for adoption and see if they can find a good home.
