Payne Co. OK had a "poor farm". However, the records were apparently disposed of when its doors were closed. I do not know if they exist for other counties. Another possibility, but one most would probably not want to consider: There is a Taft correctional center. If it is in Taft OK it is in Muskogee Co. I don;t know how long it has been in operation or even where it is, but the name sounds close enough to be a possibility.
