Raymonda, I haven't run into any trouble in any of the funeral homes I've visited in both Tulsa and Creek counties. In fact, the Creek County (Sapulpa) library actually has many of them on file. I honestly don't think there is any "law." Sounds to me like the funeral home you visited just didn't want to be bothered.
