I went to a lecture once given by an archivist who was talking about how these embrittled, dry documents can be re-hydrogenated by putting some water in the bottom of a sealed can and placing the document in the can (without touching the water). The evaporation would then be absorbed into the paper, making it easier to bend without breaking. I forget how to suspend the document in the can so that it doesn't touch the water though.
