He was born in Cadiz, Ohio, July 3, 1854, the son of Joseph and Melinda Solvil Harper. Most of his early life was spent in Wetzel county, West Virginia. He was employed on the constuction crew of the Muskingum river dams at Lowell and Devola. His first wife was Isaphene Chandler and second wife: Anna Curtis. He has two stepsons Lawrence and Clesson Curtis who live in Columbus, Ohio. He has a couple of nieces and nephews that live in Zanesville, Ohio. Isaac Wooten is his half brother.
