Davis, State Regent Record Number 57-06497 Page 1 A DIGEST OF THE SCHOOL RECORD BOOKS OF WILLIAM BIEDEL, WATERTOWN, WASHINGTON COUNTY, OHIO, FOR THE YEAR 1880-1897 During the period covered by the school attendance record books of William Biedel, birth records were not always filed in the county, especially those from the rural areas. A digest of these records is herewith published with the hope that it will give authenticity to the birth year and place of residence for many who have no other available proof, either fror themselves or for their parents. For that reason, I have used for the most part the date and age where the name first appeared. The roll for each term carried age records except in such cases that I have marked "no age given". That these individuals may have been considered visitors and not enrollees is a matter for conjecture; there were few of them. At least, it is important to know that they were in the Watertown area at that particular time. Is is interesting to note that the pupils attending the winter terms were older youth and that the groups were large. The fact that spring terms brought out the beginners is an indicative of travel conditions at that time. Records of grades and headmarks given are interesting but irrelevant to this study. william Biedel kept meticulaus accounts of the meals he ate in the homes of his pupils and when he was not with them he ate at. O. S. Laflin's (1885), W. H. McCowan's (1886), "The Commercial"1887, and O. B. Wood's (1887), seemingly always returning to Laflins. One bill paid Mr. Laflin, in 1885, amounted to $17.88 for 149 meals at twelve cents per meal. That price seemed to be standard for several years. In 1880, he wrote in beautiful script across the top of his record book, "The first snow of the season fell Oct. 19th, 1880. Hurrah!" Below is written: "Nov. 26th, 1880. Still snowing" Not found in the record books, of course, but secured from Lilliam Deming Biedel, widow of William Biedel and for may years a resident of Watertown, Ohio, are the names of some parents and spouses included. It is hoped these leads will be of use to descendants in checking county recors for marriages and such items. They are not meant to be fact, as are the age records herewith included. Thanks Mick, I emailed the Governor this a.m. and urge other listers to do the same. It's extremely unfair that the legislature intends to, by eliminating non-certified copies, force everyone to pay the higher prices. It would appear that the State is holding 'hostage' the vital records needed to research family histories as well as conduct life's (and death's) business. If this increase does occur, we might consider organizing to only purchase one...then post it on-line to make it available to others at the $1 charge which I doubt anyone would object to paying. Most of all States vital records..especially the older ones.. are in a non-existant filing system. In essence...they don't know WHAT they have and don't have...which is why you must pay for a search whether or not that search yields any results. I once requested information from Indiana...only to be informed that my request was too lengthy. (I had listed various spellings of the name.) Not to beleaguer the point, thanks for the alert. The proposal would mean that the Ohio public would have to suffer an increase from $1 to $17 per copy. It is quite ironic that in the year 2003, while Ohio purports to celebrate its bicentennial, Ohio is about to enact legislation that makes it too expensive to research part of Ohio's history. The proposed budget will eliminate uncertified copies that so many historians, genealogists, and newspaper reporters use in researching early Ohioans. Perhaps a reasonable and modest increase to $2 for uncertified copies would be appropriate; but raising the cost from $1 to $17 is outrageous. The proposed increase will make it cost prohibitive for Ohioans to conduct family and genealogical research in this state. These records, especially death certificates, are critical to doing proper research. Death certificates contain names of parents, places of birth, and other information necessary to do proper research. I understand that the Dept of Health has stated that it needs to increase the fees for such records because it does not receive enough in fees to pay for the manpower necessary to fulfill requests. In my opinion, that is a false and pretextual position -- and attempt to continue it current unreasonable restriction on access to public records. The fact is that the dept makes it virtually impossible for researchers to access the records to conduct their own research. If the dept would make the records more accessible for citizens to do their own research, the dept could avoid the high labor costs it complains about. In order to research the records a person has to make an appointment about 2-3 weeks in advance because the dept places an unreasonable restriction on the number of researchers per day. Then the dept charges just $3 for doing research for a 10-year period. No wonder the dept fees do not pay for the labor costs involved. If the dept would make the records mor! e accessible and charge an appropriate fee for doing research, it would no have to raise the raise the cost of certificates from $1 to $17. Let me give three examples that show how the proposed increase will make research cost prohibitive. (1) Last year, I prepared a family history report as a gift for an Ohio citizen that served as a pilot in both World War II and the Korean War. His ancestors were some of the first to settle in the Cincinnati area when it was then called Columbia in the Northwest Territory. One of his ancestors is mentioned in an article in the first newspaper printed in the Northwest Territory. In the course of doing that research, I had to get copies of about 30 death certificates. Insofar as the certificates were for research purposes, I did not need them to be certified and my cost was $1 per record, a total of about $30. Under the proposed budget, I would have to pay for certified copies at $17 each -- a total of $510 -- even though I did all the research to determine the precise record that I needed. There is no way I could afford to make that kind of gift. (2) This year, I made a! similar gift to another Ohio elderly Ohio citizen who served in World War II at Normandy. I had to obtain about 27 uncertified death certificates at a cost of $27. Under the proposed budget, the cost would be $459. (3) Over the last five years, in researching my own family, I have obtained approximately 300 uncertified death records. The proposed budget would make that absolutely cost prohibitive -- $5100. Moreover, the Mormon library's material does NOT include Ohio birth and death records after 1908. There is nearly a 100 year gap between the info at the Mormon library and today's records. The simple fact is this -- there is no legitimate reason why researchers should not be able to do their own research, and to pay for the actual cost of obtaining copies that their own research has identified and located. Please, please -- do not eliminate uncertified copies of vital records -- and do not allow the cost of vital records to increase to $17 each. The Marietta Times Marietta, Ohio -Sept. 9, 1947. FRANK ELLENWOOD Native of County, Dies at Ithaca Frank Oakes Ellenwood, 69, of Ithaca, N. Y., former resident of Washington Co. and a member of one of the old families of the Newbury settlement near Little Hocking, died Sunday morning in Strong Memorial Hospital, Rochester, N. Y. following a short illness. News of his death has been received by local relatives. Mr. Ellenwood was professor of engineering for 37 years at Cornell University at Ithaca, and was head of the department of heat and power engineering there since 1940. Since 1941, he was John Edson Sweet Professor of Engineering at Cornell. Born Nov. 10, 1878 at Newbury, he was the son of Douglas Harlow Ellenwood and Cynthia Clough Oakes Ellenwood. He was graduated from Marietta Academy, and received his A. B. degree in mechancial engineering from Leland Stanford University in 1904. His accomplishments, as listed in Who's Who, tell of his connections with engineering plants in San Francisco and as instructor in mechanical engineering at Leland Stanford University before assuming his duties at Cornell. Mr. Ellenwood was the author of several engineering text books and was consultant of the Public. Service Commission of New York City until his death. He was a member of the American Society of Mechanical Engineering; of Sigma Xi; of Tau Beta Pi; president of Phi Kappa Phi, Atmos, Triangle and of the research club of Cornell. He was also a member of the First Unitarian Church at Ithaca; of the Masonic Lodge, and of theIthaca Country Club. On June 30, 1909, he married Cecelia Freeman Atherton at Palo Alto, Cal., and she survives with two daughters, Mrs. Hazel Hammond, wife of Dr. Warner H. Hammond of the Medical College of Syracuse University, and Mrs. Prince McGuyre of Wichita, Kan. There are three grandchildren, Paul and Douglas Hammond and Patricia McGuyre. Relatives in and near Marietta include Mrs. Effie Ellenwood, Mrs. Ethel Alderman, Mrs. Helen Devol Chamberlain, Mrs. Robert L. Hausser of Marietta; Mrs. Carl Robinson, Mrs. Wilbur R. Woodburn and Mrs. C. Errol Holdren of Little Hocking; Mrs. Frank C. McGill and Mrs. Charlotte Miller of Veto. Memorial services will be held Thursday afternoon at Ithaca. Dr. E. L.
