My thoughts exactly. There was a Broadway show called Pearly Victorious. Pearly was a man in that show. These men's given names are indeed Pearl and it's remarkable to find them in a specific area. I think Permelia was "indigenous" to the Ohio River Valley, mostly north of the river into Licking County. I'm sure there were other Permelias in Colorado and Alabama but Ohio seems to be its place of origin or at least its most common place of usage. I know it's not common but I have a Permelia Adams in my family born in PA in the 1700's. I think it's a very old name that phased out over time in America.
