Congress passed the law and we are the executive agent. All the services will foot part of the bill for FY98 and FY99 after which it is up to the Army to program funding. All the details are still a "work in progress" as to the requirements. It was obvious that it would be impossible to identify all people qualified to receive recognition and issue the certificates, so the approach is to make it available to the public. To keep from cheapening the recognition, we had to have some means to verify that the person requesting the certificate was deserving. Qualifying documents (copies only) were a way to do this. Once the certificate request has been verified, the document copy is destroyed. We are working out a method wherein organizations, such as yours, can come in with a bulk request. These details will be published on the Cold War homepage when a final decision is made. As with all seemingly "simple" programs this one is proving to be far from simple. Several members have asked me to find information regarding the Cold War Recognition Certificate which will be available in April of this year. Questions are as follows. 1. Is this a bonafide certificate, or just a way for someone to get their hands on the DD 214 requested for processing. 2. Who is paying for the cost of this certificate, and mailing. Individuals are skeptical in mailing their DD 214 in the mail. Please help me to clarify these questions.
