Is the person whose name precedes it an author of another book which has been discussed? q.v. stands for two Latin words--I just went to look them up and can't find them in any dictionary, so this is from memory. The words are something like "qui vide", and in English they mean "which see". So if the book you're reading says something like "...is found in [author name], q.v." I think it is suggesting you look up the subject in this author's book (" ... is found in [author name], which see").
