Hello All. Yes, you can view Stark Co. census records from out of state. There are several possible ways to do this. If you are anywhere near a FAmily History Center Library from the LDS (Church of Jesus Christ of the Latter-Day Saints), you can order microfilm through them at a minimal cost to view at the center. You should also check at your local public library--- you can certainly order microfilm through my local one. We do not charge for the order-- we absorb the cost--- but others might charge. Before you order the microfilm, however, it is a good idea to check the index for each year to get an idea of where on the census roll look. For OH, there are printed indexes from 1820-1880. 1900-1920 would require ordering the Soundex index according to your family's last name, finding the appropriate e.d. number, then ordering the census film. Depending on where you live, there may be some nearby resource that carries the film on hand already. I am in Northeastern OH, and our public library carries some out of state films, as do some other nearby libraries; the Western Reserve Hist. Society carries a lot of out of state films on hand; there is a regional historical records library with census microfilm, & the OH Genealogical Soc. carries it as well. Wherever you are from, you might check to see if there are organizations like that to help. Call your library or local Gen. Soc. for advice & good luck.
