"foreigners not naturalized". That makes sense to me...someone from another country living in the USA but not a citizen of the USA. I know..I did this for about 5 years...then became a US citizen. Thanks Doris, I agree it makes sense especially in 1820 when there would have been so many people with ties to other countries outside the colonies. The problem we're having is that the number listed is more than there should be for the two families we're working on.
