    3. Vince: Have you tried the web site (Scioto.org) under biographies and also under Township information? I also found an article published in the Portsmouth Daily Times newspaper , on December 16, 1893 about a Charles A. Stockham which said he was born in Portsmouth 38 years ago (which would have made him born abt. 1855) quite a nice article about him being raised in Scioto County. It states that he was th emost popular engineer on the Western and Southern rivers. Is this your Charles and would you like for me to type that article out for you? Is is very faint and will not transfer well? Let me know and I'll send it to you.
