Ann, Richland County began recording marriages in 1813. Marriages generally were recorded in the bride's home county, making Richland County the most likely place to look. Volume 2 of the marriage records, covering November 1825 through December 1834, is missing. Records were often recorded quite some time after the actual marriage occurred so it is possible that yours was in volume 2. Volume 1 of the marriage affidavits (applications) is also missing, but was abstracted by the Jared Mansfield Chapter, DAR and published as "Marriage Certificate Index, Richland Co., Ohio 1813-1869." A copy of this book is available at the OGS library in Mansfield. The other place to look would be church records, but 1821 would probably be pretty early for most churches in the area.
