    2. Source -- THE MANSFIELD HERALD: 20 March 1884, Vol. 34, No. 18 "The question has been asked whether a marriage ceremony performed without a license from the Probate Court is legal and binding. The laws of Ohio say that a license must be obtained or bans of the marriage must be published, either of which makes the marriage legal. But unless either a license is procured or the bans published, the marriage ceremony performed by a priest, minister or magistrate, is not binding. The law says that if the latter course is taken the bands must be announced at two different times in the presence of the congregation at a place of public worship. The first publishing of the bands must be ten days before the marriage, in the county where the lady entering into the contract resides."
