    3. Richland County was organized (and thereby set apart from Knox) on 7 January 1813. All legal BMD records occuring within the original boundaries from that date until 1845 were lodged at the County Seat, Mansfield. The "county seat wars" raged in the region from 1845 to 1848, resulting in the creation of Crawford, Ashland and Morrow Counties (among others),which shrank Richland to its present boundaries. The result being that Richland County records (where they actually exist!) between Jnauary 1808 (when the County was created) and 7 January 1813 are in Knox Co. From 7 January 1813 to 3 February 1845, they are in Richland County. From 3 February 1845 through 1848, some of the "Richland County" people's records began being recorded in their new counties. And from 1848 onwards, the situation stabilized. If I were trying to do this research on 5 October, I would be lost, as I don't know where it might be found at OGS (although the files of Family Group Sheets might be a start, and I think they have some marriage stuff in the file cabinets at the back, and, of course, whoever is working the desk will be your best guide!). I would try to get there a day early (on Friday) or stay over until Monday, because the best chance to find this is in the books at the Probate Court. If it happened in "Richland County" in 1821 and was actually filed, it is most likely there.     3. Ann, Richland County began recording marriages in 1813. Marriages generally were recorded in the bride's home county, making Richland County the most likely place to look. Volume 2 of the marriage records, covering November 1825 through December 1834, is missing. Records were often recorded quite some time after the actual marriage occurred so it is possible that yours was in volume 2. Volume 1 of the marriage affidavits (applications) is also missing, but was abstracted by the Jared Mansfield Chapter, DAR and published as "Marriage Certificate Index, Richland Co., Ohio 1813-1869." A copy of this book is available at the OGS library in Mansfield. The other place to look would be church records, but 1821 would probably be pretty early for most churches in the area.     2. Source -- THE MANSFIELD HERALD: 20 March 1884, Vol. 34, No. 18 "The question has been asked whether a marriage ceremony performed without a license from the Probate Court is legal and binding. The laws of Ohio say that a license must be obtained or bans of the marriage must be published, either of which makes the marriage legal. But unless either a license is procured or the bans published, the marriage ceremony performed by a priest, minister or magistrate, is not binding. The law says that if the latter course is taken the bands must be announced at two different times in the presence of the congregation at a place of public worship. The first publishing of the bands must be ten days before the marriage, in the county where the lady entering into the contract resides."
